In line with the Executive Yuan’s 2026 policy guidelines, the 2026 Administrative Plans of the Ministry of Justice and the Administrative Enforcement Agency, Ministry of Justice, and within the framework of the approved budget allocation, the Taoyuan Branch has formulated its 2026 Administrative Policy Plan in response to evolving socio-economic conditions and future development needs.

I. Annual Policy Objectives and Strategies

Promote technology-driven enforcement measures, strengthen procedural protections for disadvantaged groups, and enhance administrative service efficiency.

  1. Applying AI technology to optimize standardized operations and advance the digitization of enforcement procedures

    The Branch will continue promoting the electronic processing of enforcement procedures, including deposit attachment orders, collection orders, revocation orders, and related operations, while developing a data exchange platform to streamline workflows and reduce manpower demands. The “Judicial Auction Panorama Project” will be further upgraded through the integration of drones, 360-degree panoramic imaging, and VR equipment to provide clearer visualization of auction properties and surrounding environments, enhance auction transparency, increase public participation, and further improve administrative enforcement efficiency.

    To enhance public convenience and enforcement effectiveness, the Branch will also continue expanding diversified payment channels, including virtual accounts, the four major convenience store chains, mobile payment services, the National Payment Network, bank and post office collection services, and credit card payments, thereby reducing the inconvenience and travel burden on the public.

  2. Strengthening enforcement against major defaulters and malicious non-payers of public monetary obligations

    The Branch will fully utilize various compulsory enforcement measures authorized by law, including attachment, compulsory sealing, auction, exit restrictions, petitions to the court for arrest or detention, and prohibition orders, in order to maximize collections and safeguard social justice. Inter-agency cooperation and coordination will continue to be strengthened, and special enforcement projects will be implemented in a timely manner to respond to policy priorities and demonstrate the government’s determination to uphold public authority. These efforts also aim to promote public law-abidance, prevent unlawful conduct, and comprehensively strengthen legal compliance awareness.

  3. Proactively caring for disadvantaged obligors while upholding procedural justice and humanitarian concern

    The Branch will proactively conduct care visits for obligors facing financial hardship, refer them to appropriate social welfare resources, and provide relevant social assistance information. Where appropriate, lenient enforcement measures will be adopted to alleviate their burdens and assist them in fulfilling public monetary obligations.

    At the same time, the Branch will continue strengthening professional training for enforcement personnel to ensure strict adherence to administration according to law, proper implementation of statutory procedures and the principle of proportionality, and a balanced approach between enforcement effectiveness and humanitarian concern.

  1. The Taoyuan Branch plans to construct a reinforced concrete office building with five above-ground floors and two basement levels on Lot No. 1236-3, Zhongpu Section, Taoyuan District, Taoyuan City (adjacent to No. 100, Fuguo Road), with the goals of improving the office environment, enhancing service quality, and reducing rental expenditures.
  2. The proposed implementation period is expected to run from 2028 to 2033.
  3. In addition to providing a suitable office building for the Branch, the project is also expected to revitalize the site’s potential and create additional public activity space for local residents.
