2025 Administrative Policy Plan of the Taoyuan Branch, Administrative Enforcement Agency, Ministry of Justice

In alignment with the 2025 policy directives set by the Executive Yuan and the Ministry of Justice, and within the framework of the approved budget, the Taoyuan Branch has developed its 2025 Administrative Plan. This plan takes into account current socio-economic dynamics and the Branch’s long-term development goals. The following outlines the objectives and key strategic actions:

I. Key Objectives for the Year

Advance technology-driven enforcement measures, strengthen procedural safeguards for the underprivileged, and improve the efficiency of administrative services.

  1. Promote the digitization of enforcement procedures, including the issuance of electronic orders for deposit attachment, payment collection, and revocation. A data exchange platform will be developed to streamline workflow and reduce manpower demands. Multiple payment channels will also be expanded—such as via the four major convenience store chains, banks, post offices, credit cards, and virtual accounts—to improve public payment accessibility. The “Judicial Auction Surveillance Project” will be further refined through the integration of 360-degree panoramic imagery, enabling better visualization of properties and their surroundings. These efforts aim to improve service quality and enforcement performance.
  2. For large-scale defaulters or obligors who intentionally evade payment, the Branch will adopt robust enforcement actions such as exit bans, petitions for arrest or detention submitted to the court, and issuance of prohibition orders to ensure compliance with monetary obligations under public law and uphold justice. In addition, the Branch will carry out various enforcement initiatives and strengthen inter-agency coordination to promote public legal awareness and prevent violations—thereby enhancing overall legal compliance.
  3. The Branch will proactively reach out to disadvantaged obligors experiencing financial hardship through home visits and referral services, offering information on available social welfare resources. Lenient enforcement approaches will be adopted to assist them in meeting their public monetary obligations. Furthermore, enforcement personnel will receive enhanced training to ensure all actions comply with legal procedures and uphold the principle of proportionality.

Social Development January 1, 2025 – July 31, 2031 The Taoyuan Branch plans to construct a reinforced concrete office building with five floors above ground and two basement levels on Lot No. 1236-3, Zhongpu Section, Taoyuan District, Taoyuan City (adjacent to No. 100, Fuguo Road). The project aims to enhance the working environment and service quality while alleviating the financial burden of rental costs.
