Strengthening Academia-Government Collaboration and Cultivating Integrity: Kainan University Law Students Visit the Taoyuan Branch of the Administrative Enforcement Agency

To nurture outstanding legal talent and deepen its commitment to community engagement, the Taoyuan Branch, Administrative Enforcement Agency, Ministry of Justice (hereinafter referred to as the “Taoyuan Branch”), hosted a special educational visit for faculty members and students from the Department of Law at Kainan University on June 3, 2026. Through on-site observation and thoughtfully designed interactive activities, the Branch sought to showcase the professionalism of administrative enforcement founded upon the values of justice and care, while fostering professional ethics, legal compliance, integrity, and anti-corruption awareness among future legal professionals and paving the way for continued collaboration and exchange.

The visiting delegation was led by Professor Ming-Te Yu, Dean of the School of Law and Chair of the Department of Law at Kainan University. Branch Director Chun-Cheng Ting and his team extended a warm welcome to the participants. The program commenced with guided tours of the Branch’s office facilities led by the Directors of the Civil Service Ethics Office and the Secretariat Office, providing students with a close-up view of the daily operations of a frontline government agency. Administrative Enforcement Officer Sheng-Pei Lee then delivered a professional presentation on administrative enforcement practices and guided students through an immersive simulation of a movable property auction. The lively bidding experience generated enthusiastic participation, and successful bidders received commemorative gifts, creating a memorable and engaging learning experience.

Given the increasing prevalence of fraud-related crimes, the Taoyuan Branch also incorporated fraud prevention education into the program. Students were reminded that payment notices issued by administrative enforcement branches are always delivered through official written correspondence. Members of the public who receive such notices and have concerns regarding their authenticity should contact the responsible division directly for verification and refrain from clicking on suspicious emails or unknown online links claiming to originate from the Administrative Enforcement Agency. Students were encouraged to become advocates of fraud prevention within both their schools and households.

The Civil Service Ethics Office further introduced students to the integrity governance framework implemented by the Agency Against Corruption, Ministry of Justice, and its affiliated ethics units. The session also highlighted the significance of the Whistleblower Protection Act for the Public Interest, which came into effect in July of the previous year. In light of the local nine-in-one public officials election scheduled for later this year, anti-bribery and anti-infiltration awareness were also emphasized. Students were encouraged to critically assess online information, images, articles, and audiovisual content encountered during the election period, carefully evaluate information sources, and remain vigilant against potential foreign interference in democratic processes.

The program concluded with an interactive discussion session led by Administrative Enforcement Officer Wen-Ling Chen, who shared valuable perspectives on career planning in the legal profession and offered firsthand insights into the challenges and rewards of serving as an Administrative Enforcement Officer. Prize-winning quizzes held throughout the event further enhanced student engagement and participation. Through this meaningful exchange, the Taoyuan Branch hopes to cultivate civic responsibility, ethical values, and social awareness among aspiring legal professionals while laying a strong foundation of integrity for their future careers.
